For The Wandering Whale quest, you'll be asked to catch this fish. Alnairan Salmon can be found in Thavnair, notably west of Palaka's Stand. After you've completed the Endwalker Main Scenario Quests, you'll be able to reach this place.
When you arrive, walk west of Palaka's Stand to the river at coordinates (X:27.0, Y:17.9), or wherever else along this water stream where you can securely cast your line. This area is home to a small number of monsters with a level of 85. Make sure you're using Gold Salmon Roe, which costs 69 Gil and can be purchased from Junkmongers everywhere across Endwalker.
It's possible that you'll have to wait a long time for the Alnairan Salmon to spawn. Players have noted that reeling in the fish took some time and that it always appeared when you had two exclamation marks over your character's head.
