This is most likely the same ball that rings in the New Year in New York City and other cities. It's not the first time anything from the actual world has been brought into Fortnite; in Chapter 1 Season 4, Drift and Golf Carts found their way from the real world to Fortnite.
As the countdown begins, the ball crystalizes and begins to slowly drop. It heralds the start of a new year by counting down from ten to one. The year is 2022 in this example. That's pretty much all there is to the event. Fortnite gamers can almost always look forward to this live event on December 31, which is a minor but consistent part of the year.
On December 31, the event will most likely happen at 12 a.m. local time. The time zones will shift, which will most likely impact the event's timing. Players in other time zones are unlikely to have to watch the event at 10 p.m. or anything similar.
