This Pokemon does not evolve the traditional way, such as through the use of an evolution stone or by leveling up. Instead, you must use the Strong Style of the move 20 times with a Qwilfish who learns the move "Barb Barrage." It's a little confusing, but it's got a big payoff.
Fortunately, Qwilfish learns this move at level 15, but the Strong variant won't be learned until level 25. You can skip that step by giving Zisu a Seed of Mastery, which will allow her to rapidly acquire the Strong Style of that move. In any case, you're good to go once it's unlocked.
You don't have to keep count of how many times you've used the move either. Unlike previous Pokemon games, the game will alert you when a Pokemon is ready to evolve.
