You'll have to make your way down to the Lake of Rot. It's located just south of Nokstell, the Eternal City. To begin, take the elevator down to the ground floor and cross the river. You must next travel south to the Lake of Rot.

To get to the Grand Cloister, you must cross the Lake of Rot. Activate the grace spot there, then immediately down the steps and leap onto the ledges. On the other side, there will be a gap in a leap; fall through the gap and descend down the ledges to the bottom.
