While it is possible to play the game solo with AI bots as your opponents, it is not why most people play this series. How to Play Co-op in Multiplayer or Conflict

If you want to play a typical Arma Reforger game with your buddies, the best place to start is Conflict or any Multiplayer mode. You or your friends can start a match and leave it open for anybody to join. Make sure the match's name stands out so that everyone can discover it in the in-game list. At each stage, players can join and choose whose side they want to be on. If you want to operate together, select the same army on the army choosing screen. You'll likely face more AI adversaries than real people this way, but other players may join in to round out the enemy lines and make the experience more lifelike.

How to play co-op in Game Master

In Arma Reforger, Game Master is a slightly different mode, however, it may be preferable for co-op play. One person must act as Game Master and organize the match for the other players to participate. Everyone else can join in once the Game Master has placed spawn spots. The beauty of this game format is that the Game Master may only arrange spawn spots for one army, thus everyone that joins must be on the same side. To make the game more hard, the Game Master can scatter enemy AI soldiers over the battlefield, particularly near crucial objectives.

In all Arma Reforger co-op matches, you must work out with your pals whether you want to leave the match accessible to everyone or keep it private. You don't need to take any additional steps if you're happy for anyone to join. You can, however, lock the match and establish a password if you want to keep it only for yourself and your pals. Give your buddies the password, and they'll be the only ones who can access it. Another approach to lock a match is to make a specific mod required to play, but since the Workshop is open to all users, this isn't very dependable.
