In Diablo Immortal, the item in issue must be of at least yellow-colored Rare quality to be upgraded. The blue and white things that drop all over the place can't be upgraded, but given how common they are, there's no reason to want to enhance them anyway. Visit any Blacksmith in a village and look at their Services once you have at least a Rare item. Check to see if the item you wish to upgrade is equipped, then choose it.
