GTA Online: How to complete the Operation Paper Trail Cleanup mission

With up to three other GTA Online players, you complete ULP—Cleanup, the last objective of Operation Paper Trail, where your goal is to find Clifford, the doomsday AI, and any leftover evidence. You're tasked with finding Clifford's final files, downloading them to your phone, and sending them back to the IAA before the FIB can intercept them. The last of Clifford's files are partially stored on the servers found inside the recently abandoned missile silo on Mount Chiliad. Even though this silo has probably been abandoned, there is more to the apparently simple in-and-out than it first appears.

Finding the four breaker fuses

When you first enter the silo, you'll discover that it's completely dark inside. Your focus is immediately pulled to the breaker next to the main computer room as you scramble through the building's cramped, dark passageways with nothing more than a flaming flare strapped to your back and any pistol flashlight attachments you may have. Flipping it would bring back electricity to the entire building, but each of its four external fuses needs to be replaced because they have all blown.

The first of these fuses is a bit of a given, but the fact that it is situated on a crate immediately past the breaker in the corridor helps you identify the tiny red cylinders as crucial mission goals. Contrary to what might seem logical, using the pistol flashlight to illuminate your path obscures the message at the top left of the screen instructing you to push a button to grab nearby fuses. Your search for the following three fuses, each of which is trickier to find than the last, will be made more difficult as a result of this design decision.

Finding the second breaker fuse

Further down the hallway from the first fuse, there is a second fuse that is perched atop a green plastic casing. A red metal toolbox and what looks to be a spool of wire are placed next to this fuse. You've probably noticed a trend by this point: each of the four fuses is conveniently within reach and is positioned on top of a waist-high object inside the silo. It's also important to note that you might be hearing some loud breathing by this point coming from the rooms nearby. Right now, it's not a big deal, but if you resume the power, it'll matter a lot more.

Finding the third breaker fuse

Walk toward the back of this area and up a short flight of steps into a double doorway when the tight hallways open out to a wide, warehouse-like room with piled crates, generators, and a couple of forklifts. You can find another fuse next to a wooden toolbox, pliers, and a medium-sized wooden crate if you turn right when facing this doorway. For reference, you have strayed too far if you have reached the area with the metal detectors.

Finding the fourth breaker fuse

The final fuse is located in the same room as the first one, alone on a green hydraulic press. However, this piece of equipment is crammed up against the leftmost wall, hidden by a floor-to-ceiling pile of fragile wooden crates. To get there, you'll have to shoot or blast your way past these barriers.

Downloading Clifford’s files from the servers

You can successfully restart the breaker once you have all four fuses, supplying power to the server room and allowing you to see what had been hidden in the shadows. It was actually deactivated Clifford juggernauts with miniguns in riot gear that you heard breathing. While they aren't currently antagonistic toward you, they probably will be short. Four distinct consoles—one at each corner of the room on the second floor—will appear on your mini-map as you move further into the server room. By taking out your phone and using the SecuroServ Hack app when you're near each target server, you can hack them. Keep in mind, though, that after hacking the second of four servers, the juggernauts in the missile silo will sometimes turn hostile and gather near the player.

We advise that you confront these juggernaut adversaries from a distance and make use of as much cover as you can to evade their fire because they can deal catastrophic amounts of damage at close range. They can typically withstand two explosions or four strong sniper headshots before succumbing to injury. You are forced to fight your way out of the silo by going back through the entrance since there are no other ways to exit. Operation Paper Trail will be a success if the team makes it through this gunfight, the fight between the helicopters that follow on top, and the BASE jump off Mount Chiliad.
