In Operation Paper Trail, you, the main character of GTA Online, assist Agent ULP of the IAA in carrying out counter-surveillance and espionage against the FIB. As part of this mission, IAA-supported squads of up to four players interfere with business negotiations between the Bureau and the oil tycoon Duggan family before discovering a scheme to resurrect the rogue Clifford AI. Fortunately for you, Agent ULP is conscripting pretty much every hired gun in Los Santos, regardless of their reputation or wealth.
How to Start Operation Paper Trail
You will receive a call from Agent ULP after attending a GTA Online session, who claims he is searching for skilled individuals with a bad reputation to carry out some work against a competing government organization. A yellow U icon will show up on the globe map at the IAA Headquarters tower in Pillbox Hill once this phone call is finished. When you get to this area and step into the yellow mission ring on the ground to start the first mission of Operation Paper Trail, a lobby with one to four players will appear.
How to complete Operation Paper Trail
Six distinct missions make up the entirety of Operation Paper Trail, and each one must be completed sequentially from beginning to end. The following is how these six missions go:
