You must stop at two fans in the Dead City. After plummeting into the city, the first almost surprises you by obstructing your way as you scramble through pipes. On a PlayStation, the interaction button, or triangle, is used to pick these up and drop them. When you drop them, just make sure you're on a slope; gravity will take care of the rest.

The brief chase scene is followed by the second fan in the Dead City. You'll most likely be looking for another bucket somewhere with all that excitement pumping. But that is not the way to resolve this. Instead, you should scan the area to the left of the floor fan. The fan is wired to an electrical outlet. You can enter the flat by unplugging it with the interaction button, which will also cause the fan to stop. You enter the third chapter of the game after passing the second fan.
