Here's how to explicitly modify the commentary language in FIFA 23. At the main menu, scroll all the way to the right and select the Accessibility tab. This should resemble a tiny square tab with a picture of a person on it. After doing that, you will have access to FIFA 23's game settings. When you arrive at the "11-A-Side Audio" section of the "Audio" section, scroll down. Locate the "Commentary Language" setting, and then switch it to the language of your choice.
