You must assemble this weapon according to the plans in order to own it. The plans can, unfortunately, drop in the Daily Ops missions but are difficult to find.
By interacting with the menu in the bottom left corner of the map screen, the Daily Ops missions can be started using the map menu. You'll have a chance to get a rare reward after finishing. One of the unusual things you can get is the plans for The Gutter.
You will receive the weapon as a reward for successfully completing the waste management task in The Burrows, in addition to the daily ops objectives.
