Any player who has finished the Endwalker campaign can access the Sil'dihn Subterrane variation dungeon, where the Sil'dihn Potsherds are required to acquire the Wow emote. Players that are bold enough to explore the entire dungeon and beat the bosses at the end are rewarded with potsherds, which can be exchanged for other goodies with Trisassant in Old Sharlayan.

However, players need to give a total of nine Sil'dihn Potsherds to receive the Wow emote, so you'll need to fight the dungeon a few times before you can access the reward. Additionally, in order to access the dungeon and have the "A Key to the Past" quest active, players must have a character with a level 90 job. Old Sharlayan can be approached to pick up this task after chatting with Osmon. The dungeon can be completed with a group of friends, making it more approachable.
