How to find mass outbreaks in Pokemon Scarlet and Violet
You must beat or capture more of the same Pokémon in a region where a mass outbreak is occurring in order to boost your chances of finding a Shiny Pokémon there. You will have a 1/2048 basic chance of finding a shiny Pokémon if you have defeated 30-59 Pokémon during a mass outbreak. You will have a basic 1 in 365 chance of finding a shiny Pokémon if you clear 60 or more Pokémon during a mass outbreak.

You can increase your chances of seeing a shiny Pokémon by using products like the Sparkling Power Sandwich and the Shiny Charm. Shiny Charm is only available after completing the Paldean Pokédex. It follows that you must first get each of the 400 Pokémon. While doing so, some uncommon elements would be needed to create a shiny, sparkling power. Throw a picnic to get rid of all wild Pokémon in a region if you want to reroll mass outbreaks.
