The Bell Tower Ruins are located in the Far Cry 6 Pagan: Control map's western area. However, I recommend that you get the Wingsuit/Parachute/Grapple Mirror upgrade before going there. This is because as soon as you reach the region, it will become infested with enemies.

Even if those jerks are readily dealt with, there is still the problem of climbing and employing tools to reach the summit. You can reach ledges faster with the Grapple. Meanwhile, if you miss a jump, the parachute and wingsuit are your only options for survival.
