They're poor Dwarves who are threatened or abused by numerous races throughout the earth. Dwarf in Distress: Kelby is located in the Svaladal area. In this area, it's just north of Kara's mountain and east of the eye icon on the map. You must first get to the place, after which you will hear Kelby screaming. You should observe a topless Dwarf being harassed by some Jotun Warriors at that point.

How to complete Dwarf in Distress: Kelby

To solve the puzzle, you must eliminate all of the Jotun Warriors in the region. There are just three or four of them here, but they're powerful, so utilize a couple talents to clear them out quickly. After you've eliminated them all, chat with Kelby to learn why he's here and what happened to him. He'll also inform you about a Jotun hideout nearby where they're planning something.
