You'll spend nearly all of your time in Abermore sneaking around in places where you shouldn't be trying to take items that aren't yours. You'll need a toolkit that's designed to make your task as simple as possible. Lockpicks are at the top of that list, but the game doesn't tell you how to produce them. This book will teach you how to make lockpicks so you'll never be caught off guard.

What do you need to craft lockpicks?

In the game's tutorial, you'll learn how to make a lockpick, but you'll only need two scraps. This provides the appearance that lockpicks require scrap all of the time. However, you'll need two pieces of hard material that look like scrap to make them. This means you may keep an eye out for any hard materials when on jobs and stealing from Abermore inhabitants, allowing you to make lockpicks later.

It won't be evident what constitutes difficult stuff until you've spent a few hours with the game. Scrap, on the other hand, is a good place to start. You can also acquire lockpicks from the Black Market before a task, although if you're trying to save money, this will likely deplete your savings. It's a lot easier to obtain hard materials when out and about and make lockpicks on the fly.
