To find Jarburg, you'll have to travel to Liurnia. After you've bypassed Stormveil Castle, you can get to this place. Keep to the east side of the lake and follow the trail north once you've arrived in this area. You'll want to head to the Artist's Shack, which is around in the middle of the map.
There ought to be a place of worship there. Head southeast from this position, and you'll need to jump down a hill with multiple platforms protruding from the cliff. You'll arrive in Jarburg if you use these platforms to descend.
