We can confirm that when Xurkitree comes in five-star raids, there won't be a shiny form of it available in Pokémon. As long as you have a raid pass, you are free to keep finding and fighting Xurkitree. You should only fight Xurkitree more than once if you can find one with superior stats.
This is what Niantic will do with each Pokémon when they first appear in the game. The shiny version won't typically be accessible or visible until after the next time it is highlighted in an event. We will need to wait for a more major opportunity before adding Xurkitree to our collection, so it won't be featured right away.
