The procedure is similar to the variant dungeon, and before you can access the criterion, you must finish the easier version. Once your character has finished the Endwalker expansion campaign and has a level 90 job, they can access the Sil'dihn Subterrane variation dungeon. After that, head to Old Sharlayan and search for Osmon, an NPC. You should be able to discover them at these coordinates behind the table (X:12.0, Y:13.3). Once you have spoken with them, Shallow Moor, a second NPC, will have a quest for you. They will provide you with a key to the past if you speak with them.

To progress through the A Key to the Past quest, you must at least once complete the Sil'dihn Subterrane variation dungeon. Similar to a typical dungeon in the game, you can opt to do this on your own or with a full group. Once you've finished A Key to the Past, the last stage of the quest will send you back to Shallow Moor. Osmon will have another quest accessible to you once you complete this one.
