As with the Dying Light 2 Water Tower choice, it ultimately comes down to a Peacekeepers vs Survivors decision, but it has far-reaching consequences much later in the storey and near the end of the game. Note that Juan's involvement is contingent on prior Dying Light 2 Juan decisions made during the Welcome On Board quest, but we'll go through the ramifications of these choices in greater detail later. In brief, siding with Juan means you can deliver the radio transmitter to either Juan or Frank, however, if you sided with Jack Matt before, you can give the transmitter to either Jack or Frank instead of Juan.
You'll enter the VNC Tower with a squad of Peacekeepers and begin your climb after a lot of setups.
