Foraging, like the other six Trade Skills in Lost Ark, can be unlocked at the same time. It ultimately boils down to finishing the main story and getting to West Luterra. You'll ultimately make your way to Lakebar and obtain the quest Crown of Lakebar while in this location. After finishing the quest, you'll be able to use all six Trade Skills, including Foraging.
After you've unlocked the Foraging skill, go to Nickel in Lakebar Village to get the Novice Foraging Tool; you won't be able to start Foraging without it.
