Salandit is going to be a very rare Pokémon. Strange Eggs, which are the 12km eggs you can get by defeating any Team Rocket Leaders, are the only chance to encounter this Pokémon. You can locate them by beating six Team Rocket Grunts and constructing a Rocket Radar. Then, at captured Poké Stops, you'll be able to find Arlo, Cliff, or Sierra. After you fight them, there's a strong possibility they'll drop a Strange Egg, which you can use to start an incubator.

During the All-Hands Rocket Retreat event, this is the only method to find Salandit. This Pokémon cannot be found in the wild, during raids, or as a prize for Field Research missions. You must also ensure that the egg you obtain for defeating one of Team Rocket's commanders is a 12km egg. You won't be able to catch this Pokémon until you have the Strange Egg.
